I sort of lean more for the American built 4bt which is getting kind of scarce but there are a few around.Cummins is able to sell it that way because the repower program is a crate engine meant for use in older vehicles. So long as emissions compliance is met for that year of vehicle it is legal. The 2.8 is not new either. It's been available in other countries for the last few years just not offered in the US (for on road applications) until 2017.
