Project zomboid plumbing rain collector

No matter what I do, the game straight up doesn't give me the option to plumb. I put the Barrel above the sink 1 tile over, put it directly above the sink, enclosed the sink, moved the barrel multiple times, put water in the barrel each time, moved the sink, used different sinks.

There is enough water in sinks and toilets in homes to last until you establish a base and can get some plumbing up. Unless you are playing strictly farming or base building water isnt an issue.
