Well from what I can tell P1406 is a stuck EGR valve like your mechanic said.Sometimes you can clear it with a couple LIGHT taps with a hammer,otherwise it'll have to be replaced.If you do have to replace it spend a little extra on the Klean Screen gasket.Could help prevent a reccurance.
