I got the ...If you pick up a shard and it does not update with a quest stage then something was already wrong with the quest. Reading the book would have done nothing basically. Not entirely sure what causes this quest to glitch but it seems that if you find a shard or read the book soon after you leave Helgen the quest will be doable.
