Heat not working on passenger side

I have dual zone climate control, the passenger side does not get any heat. Do I need to look for a coolant flow regulator, or a blend door actuator? What could prevent the passenger zone from getting heat? I am assuming there is 1 heat exchanger and two blend doors with individual actuators. Thanks

Starting from the drivers side there are 4 vents acrossed the dash, one on drivers side, 2 in the middle and one on the passenger side. Drivers side will blow hot, next one not quite as hot then the next 2 cold.
