I recommend the Division 2 map. You can hide all and then unhide Snitch locations, at the bottom of the list. It shows most locations he appears, but I know at least a couple aren't on here. Edit the snitch is kinda like madam nazzar in RDO. He spawns everyday, but in a different location. I just fast travel to somewhere else and back to my normal spot until he shows up.
