The culprit is this new Aim Response Curve Slope Scale setting that has been newly added with MWIII. I have been testing all morning and setting it to 0.80 makes it feel very similar to MWII aim. This has improved the experience so much for me, especially when using an SMG. The movement also feels much nicer.

Also, the settings in the OP are for Apex's ALC settings. In those settings, the sensitivity curve is changed to linear, and we're given a setting to adjust the sensitivity curve's exponent. That setting is named Response Curve, iirc. It's right below the dead zone setting.
